I was able to catch an early screening of this and was pleasantly surprised at how delightful the film was even for adults.  The animation was well done as expected from Disney even if it's a direct to DVD film.  The film introduces a new character Zarina that like Tinkle Bell bends the mold a little leading to some mischievous adventure.

Zarina is a pixie fairy which means she collects the pixie dusts that grows with the help of blue pixie dust.  In her over-eagerness to discover other colors and unlock the potential of pixie dusts she causes a huge accident of which she is forced to leave in shame.  Sometime later Tinkle Bell and friends come across her again but this time playing on a different team.  As the title implies, the story is about pirates.  When Zarina switches the powers of Tinkle Bell and her friends that's when the adventure begins.

Overall, I would recommend getting the Blu Ray/DVD especially if you have young children.  The movie while full of villains is not scary aside from a chase scene at night where an owl pops up out of nowhere.  The story is relatively simple to appeal to the Rated G audience.  The introduction of the characters that ties into Peter Pan was a nice touch, especially the adorable Croc.  The songs which are usually an attraction in Disney movies are okay not great.
